Nall/McCoy administration--only supported Task Force @ 50%; no overhear equipment of its own; no K-9. McCoy, as Chief Deputy, had 17.5 years to fix that.
Fischer/Anderson administration--Fully Equipped, Full Support of Task Force (2 deputy/agents); created and found funding for a K-9 Unit. (Just added a fully trained and certified SRT).
And this election would be a difficult decision..........Exactly why? There are three principles of physics and philosophy that are inescable: You can't destroy matter; You are judged by your associations; and you can't simonize a turd.

But UMRB, isn't the Task Force first and foremost an ISP entity, under ISP direction & admin (am aware of who is board chairman)?
Does Brent have a choice whether or not he designates the two deputy/agents, or is he obligated?
Was the climate at the time conducive to Nall getting a K-9. Where were the funds, if he could get to them?
What about the Macafee murder case, how much work did Bent put in on that cold case? Or did Bob give him anything to work with?
If your talking associations, I've heard, quite frankly, from nameless folks high, high up in area law enforcemnt, that Freddy K. is very difficult to deal with.

Yes, I know, the m-f er scared the crap out of me one day. It was law day, they had everying out one display that day, and I had to be in court with my job, and I was walking by the sheriffs SUV & they had that nazi dog in it, only I didn't see him in there (never mind the fact that the SUV had K-9 painted all over it), and he waited till I walked right by him on Vermont & started barkng and snarling, I tell you what, scared the sh-- right out of me, needed to be wearing a diaper that day. Anyway, those ladies that always take breaks over the by the South West entrance to court house by the ROE office (who are they?, anyway, get their butts to work) were laughing their afore mentioned body parts off at me as I jumped 8 miles high after that damn dog let loose after me.

The Sheriff's obligation to the task force is essentially year-to-year voluntary. It was the same in 1998 when McCoy was CD that the administration chose not to fully fund it.
As a practical matter, if the ACSD ever pulled out of the Task Force, it would probably fold up. This area's really not densely populated enough for a Metropolitan Enforcment Group so it would go to chaos.
The argument that "The County Board wouldn't give me the money" is lame x 2. First,the officeholder gets to prioritize his funds. If that was the priority that McCoy/Nall had, that was up to them. Second, this was the same County Board that turned itself inside out to Greas Nall's pension on his way out the door. You really think those same guys were barring him from fully staffing the task force. Finally, look who popped this time for two Benjies to the McCoy Campaign. The Chairman of the finance commitee. This doesn't exactly sound like a hostile work environment for the McCoy/Nall traveling salvation show.
Sheriff Fisher began the K-9 unit with outside-the-box thinking and some NGO money. McCoy had 17.5 years to try the same thing. I missed the memo where they approached the Exchange Club or the Lions or the Farm Bureau auxiliary or anybody else to get it done. I'm not saying the K-9 doesn't consume County Funds now. I'm talking about impetus after 17.5 years of lethargy.
I'm not knowledable about the McAfee case but I'm sure there was decent predicate investigation. Nobody's saying Jon doesn't have some investigative skill. The problem with that now is that, if your Chief Law Enforcement Administrator is also your Chief Investigator, you're in deep doo-doo. It means the clericals are making all the decisions by default because the Chief Administrator has become a direct service provider. That'll never work in a county of 70,000 peeps and McCoy Nall demonstrated it beautifully.
Bright, motivated people can be difficult at times. That's a little different from people who plead guilty to crimes after a Special Prosecutor is appointed.
The current CD must not be too difficult for other agencies to deal with becaus interagency cooperation has never been better. I guess that explains why the local PBPA Labor Committee endorsed Sheriff Fischer.

True but the key to a good apprehension dog is "bite and hold". Dogs who view Defendant's as "all you can eat" buffets tend to get their jurisdictions sued. The Yakster is well-trained.
