If a University is being well run and is adequately funded one year, why should tuition ever increase more than the CPI for the next year?

well they lost the "donations" from folks who wanted their kids to go to the U of I ;)
Ha, I think most of those "donations" went to the heavy hitters who "sponsored" their kids' admissions into the big U.
