COMPTROLLER AND SOME WELL-INTENTIONED PURISTS CONNECT THE DOTS FOR ILLINOIS TAXPAYERS

(This comment and posts have been modified. I think the topic still has value but I just decided it was no place for vague and unrelated accusations against me by some obs-comp. I left his comments which were vaguely on topic. In fairness, I took out my replies to Ahab where I deleted his comments.

In the ultimate irony, I also deleted a series of comments by a guy who never commented but says I deleted his comments. Yeah, it gives me a headache too.)

The folks who argue we are a historic "Pay to Play" State and those who say, that's just what makes the world go 'round, will all want to click here .

I think there are a lot of opportunities here to add two and two and get twenty two but it is an interesting concept, especially when you consider it is on the State of Illinois's bandwidth.

I guess this means Dan and Rod aren't exchanging holiday cards this year.

Yes, but not as much as most folks believe and not nearly as much as States like NJ and MD.

No, I think the City has kind of hard-wired relationships with its contractors but, for the most part, and this has been true for at least the last five mayors, it's not about money, political or otherwise.

So "hard wire" includes 18 years of subsudizing and mismanagement with zero data collection ?

Does "hard wire" include only thinking INSIDE the BOX ? Does hard wire include having a program , yet by not collecting the needed data of defferal ratios , the City's "hard wire" can't take advantage of the existing EPA programs that are available to them ?

Does "Hard Wire" include the I use this term lightly "Purchasing dept" , writing RFP/BIDS like an old College proff used to .......


Where there can be ONLY one correct answer !


My ass is still chaffed over the "hard wire " factor ! Right now we are still doing nothing with the out comes of hard wire.

I KNOW for a fact that I PISSED off the parties involved in HARD WIRE ............


But I laid out the data in a clear way.


So for my experience in the "Hard Wire" I question ETHICS .......




and from the D-2 statement it became very clear it was & still is PAY to PLAY .

Not sure what you mean by "rank and file". Do you consider City Attorneys "rank and file"? Should they be able to send out mailers on
City Attorney letterhead making erroneous claims?

OK counselor let me explain it to you. It's the taxpayers money. That's why there is a bidding process. Using the purchasing power of the city or any goverment enity to reward or to build favor with any vendor is not right. Speaking from many years of experience in dealing with the city and school system, they seem to forget get this. I'll rephrase that, they don't forget, they just damn well do what they please. Classic example is the "ham and egg" arrangement with the two engineering firms in town. Have you ever seen any firms from Hannibal or any place else receive any bids for city work. The old buddy system. I have no problem with havin ga good working relationship with a vendor and giving them busines without a bid on the small stuff because of convienence but making them exclusive is illegal. Most vendors will not bitch because they don't want to be black balled from any future business. And don't count on the Herald Whig ot the other news media to do any kind of leg work to connect the dots in Quincy. They are not that compentent, and they don't want to piss off an advertiser. If you don't believe me, just check out the "Advertisement for Bids" section of the Herald Whig to see how many times you see the City, county or school system asking for bids on jobs under $50,000.

You are the one saying "illegal". Give me a contract award that you say was illegally done and why. You may want to wander around in the State Code a bit about what is really required to be bid before you accuse anybody of anything illegal (your word).

So you think the guy who works at Central Services cannot take a Saturday or a vacation day and drop literature for the candidate of his choice? If we're going to control his off duty time, are we going to pay him for it, too? How do arrive at a position which limits non-civil service government employees political freedoms? When do you throw that switch? Just new hires or just send out a memo telling them they're muzzled. You sure seem to want to give government a lot of power.

The DAR and Legal Staff serve at the pleasure of the Mayor, Just like the Sheriff's Chief Deputy. By definition, they have no political activity restrictions except the universal one. No use of Government time or physical resources (postage and the like). Nobody in Illinois trips up on that one. They like to trip up on it in Missouri, though.

Your method of argument reminds me of that used by the Governor of California to support the interment of Japanese-Americans. Nobody's been convicted of it so that is good evidence they are covering it up.

Fair question. Here's my understanding. The only signs on the inside premises at CS will be those seized from the right-of-way.

The only distribution of signs would possibly be when the workers go to the parking lot, one guy might have signs in his trunk and distribute a few to willing colleagues on the way home from work.

I don't see that as a problem, no matter which political party it is for.
